The Clerk-Treasurer records the proceedings and generates official minutes of all City Council meetings, maintains all official records, and provides for inspection and copying of public records subject to disclosure. The Clerk-Treasurer attests to official acts of the Mayor, keeps the Council fully advised of the financial condition of the city, assists in the preparation of a proposed budget for the fiscal year, and is responsible for administering the budget once it is adopted. This office is responsible for maintaining all payroll records, issuing business licenses and permits, as well as managing the utility billing system and staffing the front desk reception.
